West Coast Christian Anglers Bylaws
Article I: Name The name of organization shall be: West Coast Christian Anglers (W.C.C.A.) Article II: Purpose We are a group of Christian bass fishermen dedicated to serving the Lord as “fishers of men”, (Matthew 4:19) Bringing Christian bass fishermen together in fellowship, ministry and service. As we fellowship and support one another, we have the opportunity to enjoy Gods creation, to reach out to others and serve those in need. Article III: Membership Section 1: Number of Members (a) W.C.C.A. shall begin with and maintain at least five members. (b) Regular Membership shall be limited to 200 serious and dedicated fishermen. (c) Associate membership is unlimited Section 2: Requirements for Regular Membership To become a member, a person shall: (a) Be a Christian, accepting our statement of faith. (b) Strive to adhere to the WCCA Christian Code of Conduct. (c) Voluntarily express a genuine interest in membership. (d) Be recommended by one member at a regular monthly meeting. (e) Be voted on by membership. Vote shall be by secret ballot. Three (3) dissenting votes by members will deny membership. (f) Be 16 years of age or older. (g) The membership of West Coast Christian Anglers recognizes that boating and fishing can be hazardous activities. Each member agrees individually to assume all risk to his person and/or property such as, boat, all boat equipment, motors, trailer, vehicle, all fishing equipment, rods reel lures etc. which may occur.
Section 3: Associate Membership Associate Membership shall be granted to individuals that would like to partner with WCCA. Associate members will maintain a non-voting status. Associate members will receive a West Coast Christian Angler’s Associate Membership package. An Associate Members must: (a) Be a Christian, accepting our statement of faith. (b) Strive to adhere to the WCCA Christian Code of Conduct. (c) Voluntarily express a genuine interest in membership. (d) Must strive to be a “fisher of men” (Matthew 4:19) bringing honor and respect to Jesus Christ as Lord and Savior. Section 4: Membership Dues The annual W.C.C.A. membership dues for: (a) Regular Membership will be $80.00 per year. Each calendar year, or upon commencement of “Regular Membership,” members will be allowed to chose to pay their individual dues in full, or make four (4) equal quarterly installments of $20.00. (b) Associate members will be expected to pay membership dues totaling $20.00 per year each calendar year, or upon commencement of “Associate Membership.” Quarterly/partial payments will not be accepted. Article IV: Meeting, Agenda, and Procedures Section 1: Meetings Meetings will be held monthly on a day, time, and place designated by a majority of the voting members. Section 2: Agenda The Board will develop all agendas for the monthly meetings. The basic agenda will be as follows: (a) Opening Prayer/Scripture and Application (b) Roll Call and Introduction of New/Prospective Members (c) Secretary Reads and Submits Minutes for Approval (d) Secretary/Treasurer Report (e) Tournament Directors Report (f) Old Business (g) New Business (h) Program (i) Closing Prayer (j) Adjourn
Section 3: Parliamentary Authority The rules contained in the current edition of Robert’s Rules of Order Newly Revised shall govern this organization in all cases to which they are applicable and in which they are not inconsistent with these bylaws. Section 4: Method of Notification Notification of all meetings shall consist of notices prepared by the secretary and distributed to each member prior to the date of the meeting. Placing an announcement in the club newsletter, if any, by mail, e-mail or at the prior W.C.C.A. meeting is also considered proper notification. Section 5: Quorum The President, or Vice President and two other officers, along with voting members present at any meeting of WEST COAST CHRISTIAN ANGLERS shall constitute a quorum. Article V: Officers, Elections, Vacancies, and Eligibility Section 1: Officers and their Duties The Officers of W.C.C.A. shall consist of: The President, Vice- President, Secretary, Treasurer and Chaplain. An officer may hold more than one office. President To chair all W.C.C.A. and board meetings. To call special board meetings as deemed necessary. Assist Tournament Director at all tournament weigh-ins. Assist any board member as deemed necessary.
Vice-President To provide the entertainment at W.C.C.A. meetings. Assume the duties of the President in his absence. Assist Tournament Director at all tournament weigh-ins. Assist any board member as deemed necessary. Responsible for securing all door prizes.
Secretary To keep written records of all W.C.C.A. activities. To keep attendance records of all meetings and tournaments. Be responsible for writing a monthly news letter informing all members of all W.C.C.A. activates and mailing each member a copy. Provide up-to-date mailing list for all members. Keep all rule changes up-to-date in By-Laws. To assist the treasurer in collecting dues and keep a correct record of such. To assist Tournament Director at all weigh-ins. To assist any board member as deemed necessary.
Treasurer To collect all dues and provide Secretary with correct records of such transactions. Assist Tournament Director at all weigh-ins. Assist any board member as deemed necessary.
Chaplain To open and close all W.C.C.A. meetings in prayer. Will be able to provide W.C.C.A. meetings with scripture and life application lessons and/or guest speaker. Provide support and guidance for W.C.C.A. as a whole or on an individual member basis. Assist Tournament Director at all tournament weigh-ins. Advertising/Public Relations To assist any Board member as deemed necessary. Section 2: Elections The election of officers shall be held annually at a regular meeting during the month of November. Elections shall be by simple majority of members present. Election for each officer shall be held separately and in order as listed in ARTICLE V, Section1. Section 3: Eligibility of Vote Each regular member in good standing is entitled to vote. Proxy votes are not permitted. Section 4: Term of Office The term of office for an elected position is one year, which shall begin on January 1 and end on December 31 or until the successor assumes office. Section 5: Vacancies In the event of an office becoming vacant, nominations shall be asked for and an election held to fill the unexpired term of the individual vacating the office. Section 6: Eligibility for Holding Office To be eligible for an office a member must: (a) Have been a member of W.C.C.A. for six months. (b) Have attended at least 75% of W.C.C.A. meetings and 75% of the W.C.C.A. functions during the preceding 6 months prior to seeking office. Officers who are involved in other areas of ministry, which preclude them from meeting this requirement, may be exempt from meeting this provision at the discretion of the Board. Article VI: Standing Committees Section 1: All standing committees will serve for one year or until a new committee is appointed. The terms of the committee members will coincide with that of the president. Each committee shall elect a chairman for committees other than the Tournament Committee. The Tournament Director will chair that committee. (a) Board of Directors: The Board of Directors will consist of a minimum of two (2) members that will hold the following positions: President, Vice President, Secretary, Treasurer, and Chaplin. (b) The president will call all meetings of the Board of Directors and preside at such meetings. (c) The secretary will record the minutes for these meetings. (d) The board will decide all protest and rule on all violations of the tournament rules and bylaws of W.C.C.A. when appropriately received. (e) The board will develop agendas for the monthly meetings. Section 2: Other and Special Committees Other standing committees may be established as required to carry out the purposes of the W.C.C.A. in the most effective and efficient manner. Standing committees may include but are not limited to: (a) Charity Tournaments and Events (b) Newsletter (c) Public Information (d) Other committees deemed necessary to carry out W.C.C.A. activities. The board shall designate such special committees as are deemed necessary for the welfare and operation of the W.C.C.A.
Section 3: Tournament Committee The purpose of the tournament committee shall be to plan, organize and operate all W.C.C.A. and charity tournaments. The tournament committee will draft tournament rules, which must then be approved by the general membership. The committee will keep tournament records, enforce all tournament rules, investigate all protest concerning tournaments, and make recommendations to the Board of Directors.
Article VII: Leave of Absence and Removal of Membership Section 1: Leave of Absence Members may request a leave of absence from W.C.C.A. If approved by the majority of the members present, inactive status will be granted for the period of one year or until the end of the calendar year (December 31) whichever comes first. To return to active status, the member must notify a W.C.C.A. officer of his intention. Any member who leaves for any reason may return at any time provided: (a) The member left in good standing. (b) The member is voted back into W.C.C.A. by the membership present. An inactive status member would retain any points earned for that year and will go to zero points Dec 31 along with the entire membership. Section 2: Removal of membership A regular member may be dropped from the roll for the following reasons: (a) Failure to pay dues. (b) Any action that would reflect dishonor and disgrace to our Lord Jesus Christ, or W.C.C.A. (c) Failure to attend 50% of W.C.C.A. meetings and 50% of W.C.C.A. functions during a 12-month period. (d) Disqualification for any reason from participating in W.C.C.A. sponsored events, including drugs or alcohol. Members who are involved in other areas of ministry, which preclude them from meeting this requirement, may be exempt from meeting this provision at the discretion of the Board. Article VIII: Dissolution Section 1: Upon the dissolution of this corporation, after paying or adequately providing for the debts and obligations of the corporation, the remaining assets shall be distributed to the VENTURA COUNTRY RESCUE MISSION, or to a non-profit fund, association, foundation, or corporation, which is organized and operated exclusively for charitable, education, religious and/or scientific purposes and which has established its tax-exempt status under Section 501(c)(3) of the Internal Revenue Code. Note: This applies only to the USA. Section 2: No part of the net earnings of this corporation shall ever inure to be used for the benefit of, or be distributed to its members, trustees, officers or private persons, except that the corporation shall be empowered to pay reasonable compensation for services rendered and to make payment and distribution in furtherance of the express purposes for which it is formed.
Article IX: Method of Amending the Bylaws Section 1: Amending the Bylaws The By-Laws may be amended by a two-thirds vote at the November meeting in the following way: (a) The board must receive a petition to amend By-Laws in writing no later than the October W.C.C.A. meeting for consideration. (b) Officer/board members must approve the petition in order for it to be put to the membership for a vote. (c) The officer/board may bring item(s) for amendment to the membership as needed We the undersigned Officers of WEST COAST CHRISTIAN ANGLERS do hereby agree to the above bylaws and the commencement of W.C.C.A. this the 10th day of February, 2005.
